KEYNOTE SPEAKER
Chad Deliere, Director of Location Research, Giant Foods LLC
Mr. Deliere has over 25 years of Real Estate Research experience in the retail industry. In his role as Director of Location Research at Giant Foods, Mr. Deliere gathers and uses data as part of the analytical process of evaluating communities for potential retail outlets. In the keynote address, Mr. Deliere will discuss the sources from which he gathers this information and how community officials can aid in the process.

PLENARY SPEAKER
Teri Ooms, Executive Director, Joint Urban Studies Center
Teri Ooms is Executive Director of the Joint Urban Studies Center (JUSC). JUSC is a think tank that has been established to provide essential research, analysis and consultation to cities and counties.

Ooms served as President/CEO of the Inland Empire Economic Partnership (IEEP), Riverside, CA. She was responsible for marketing and recruitment of new business, expansion and retention of existing business, film, tourism, high tech development, workforce initiatives, regional visioning & planning, legislative advocacy, and the Small Business Development Center.

Ms. Ooms is a cum laude graduate of the University of Scranton with a BS in Public Administration and an MBA in Finance.



Fredrik Andersson, Ph.D., Economist, U.S. Census Bureau's LEHD Program and Cornell University
Dr. Andersson is a research fellow at the U.S. Census Bureau's LEHD program and a Senior Research Associate at the Cornell Institute for Social and Economic Research. He received his Ph.D. in Economics from Uppsala University, Sweden, in 2003. He has been member of the LEHD staff since 2001. Among his more recent contributions to the LEHD data infrastructure is his involvement in the development of the OnTheMap application.

Lisa Bailey-Davis, Operations Director, Institute for the Collective Advancement of Activity & Nutrition (I-CAAN) and Pennsylvania Advocates for Nutrition & Activity (PANA), Penn State University, College of Medicine, Public Health Sciences
Lisa directs I-CAAN and PANA’s evaluation, research, and strategic planning. She also writes and manages grants and contracts; directs the organizational budgets; and provides nutrition and clinical expertise. I-CAAN provides actionable strategies for multi-level, multi-sector collaboration to create social change supporting healthy eating and active living at the national scale, building on the successful strategies employed in Pennsylvania through PANA. I-CAAN provides staff support to PANA, a statewide coalition of more than 500 public, private, academic, professional and volunteer groups, working to promote policies and environments that support healthy eating and activity. Through PANA’s statewide campaigns that actively engage schools, parks and recreation centers, local government, and businesses, we have a presence in every county and directly reach nearly 1 million Pennsylvanians. Our community mobilization strategies and their evaluation have been recognized as a model for large-scale systems and social change by the Centers for Disease Control and Prevention, the National Institutes of Health, and the National Governors Association.

Whittona Burrell, Information Services Specialist, U.S. Census Bureau
A native of Baltimore, MD, and long-time resident of the Philadelphia metropolitan area, Ms. Burrell has over35 years of professional experience and community service. For the past 22 years, Whittona has mostly worked in the Philadelphia Regional Office of the U.S. Census Bureau, starting in the Information Services Program and moving into the 1990 Census Community Awareness Program in 1987. During the Fall/Winter of 1991, she completed a brief assignment at Census Bureau headquarters, after which she returned to the Philadelphia Region as a Supervisor of Survey Programs. She then accepted a management position and transfered to the Kansas City Region as a Programs Coordinator until becoming the Special Assistant for the Kansas City Regional Director - for outreach and promotions - during Census 2000. At the close of Census 2000 operations, Whittona again returned to the Philadelphia Regional Office, blending her experience, skill and talent with that of other Partnership & Data Services staff carrying out the Census Bureau¡¦s mission of disseminating data and heightening public awareness, conducting census data trainings and delivering presentations. Ms. Burrell holds a B.A. in Management from Rutgers University and an M.S. in Counseling and Human Services Psychology from Chestnut Hill College.

Michael Butson, Center for Workforce Information & Analysis
Michael Butson has been with the Center for Workforce Information & Analysis for two years. He conducts outreach and training to all of the Center’s customers across the commonwealth. As of 2007, he is in charge of the annual Career Guide and Resource Guide publications that are distributed to every high school throughout the state. He is yet too young to have earned any other accolades. Mike obtained his degree in Quantitative Psychology from Penn State University in 2004.

Sue Copella, Pennsylvania State Data Center
Sue Copella is the Director of the Pennsylvania State Date Center, Institute of State and Regional Affairs at Penn State Harrisburg. Sue is the state liaison for the National State Data Center Program, Federal State Cooperative for Population Estimates and Federal State Cooperative for Population Projections. As such, Sue works closely with the Census Bureau in analyzing Pennsylvania data.       She also provides comments on population estimates during the review periods. Sue has extensive experience in serving as project director for various demographic studies. She manages demographic studies from conception, execution and completion. This includes coordinating a variety of activities including computer programming, data base management and collection, graphics and mapping; statistical analysis and report writing. Prior to coming to the Pennsylvania State Data Center, Sue worked for both a regional and county planning agency and an economic development board. Sue is a graduate of the University of Pittsburgh with a degree in Urban Studies and Geography.

Sabina Deitrick, Director, Program in Urban and Regional Analysis, University Center for Social and Urban Research, University of Pittsburgh
Sabina Deitrick is Associate Professor at the Graduate School of Public and International Affairs and also Co-Director of Urban and Regional Analysis research program at the University Center for Social and Urban Research (UCSUR) at the University of Pittsburgh. Professor Deitrick teaches courses and conducts research in the areas of economic and community development, urban planning, and regional policy, with an emphasis on regional restructuring, revitalization and brownfields redevelopment.
She serves on the governing board of the Urban Affairs Association, the international professional organization for urban scholars, researchers, and public service providers. She is co-director of the University of Pittsburgh's Community Outreach Partnership Center, which first received funding from the U.S Department of Housing and Urban Development in 2000. In 2004, she received the Chancellor’s Distinguished Public Service Award.
She received her BA and MA from the University of Pennsylvania and PhD in city and regional planning from the University of California, Berkeley.

Frank DeSendi, Planning Division Manager, Pennsylvania Department of Transportation
Frank DeSendi is the manager of the Geographic Information Division in the Bureau of Planning and Research. The division is responsible for the publication of nearly 2,000 hard copy/digital maps, PennDOT’s Geographic Information System (GIS), and the IT infrastructure to support these operations. Frank has Bachelor of Science in Geography from Penn State. He has been involved with GIS for 12 years.

Elizabeth (Lisa) Gaylor, Pennsylvania Department of Public Welfare
Elizabeth (Lisa) Gaylor works at the Bureau of Autism Services in the Office of Developmental Programs at the Pennsylvania Department of Public Welfare.

Laine Heltebridle, Pennsylvania Department of Transportation
Laine Heltebridle is the manager of the Transportation Planning Division of the Bureau of Planning and Research at PennDOT. The Division is responsible for the maintenance of the Functional Classification System, the Local Federal Aid System, the Roadway Management System (RMS) administrative and network data, the Highway Performance Monitoring System and the collection, analysis and reporting of vehicle volume, classification and weight data. During Laine’s 18 years with the Department, he has also worked in the Department’s Bureau of Highway Safety and Traffic Engineering where he assisted with the management of Pennsylvania’s comprehensive highway safety program. Laine has a Bachelor of Arts Degree in Political Science from Elizabethtown College, Elizabethtown, PA.

Jonathan Johnson, Center for Rural Pennsylvania
Jonathan Johnson is a senior policy analyst with more than 16 years experience in analyzing and evaluating rural policies and programs for the Center for Rural Pennsylvania. The Center for Rural Pennsylvania is a bipartisan, bicameral legislative agency that serves as a resource for rural policy within the Pennsylvania General Assembly. The Center works with executive agencies and federal, regional and community organizations to maximize resources and strategies that can better serve the needs of Pennsylvania's 3.4 million rural residents.

Lindsay Lawer, University of Pennsylvania
Lindsay Lawer is a Research Coordinator at the Center for Mental Health Policy & Services Research at the Department of Psychiatry at the University of Pennsylvania.

Sean Lawrence, GIS Analyst, Delaware Valley Regional Planning Commission
Sean Lawrence is a GIS Analyst at the Delaware Valley Regional Planning Commission who provides mapping and data development to the commission and planners specifically transportation related tasks.

Philip Lutz, Decennial Programs Manager, US Census Bureau ?Philadelphia Region
Philip Lutz currently serves as a program coordinator in the Philadelphia Regional Office. His areas of responsibilities include Census 2000 evaluation, 2010 Census planning, managing the Partnership and Data Services Program, and Geographic Programs.
Since joining the Census Bureau in the 1970s, he has served as a field representative, worked in three decennial censuses and has supervised numerous surveys, As the director of geographic operations for the Philadelphia Region, he was involved in the development of the first nationwide GIS file known as TIGER. During Census 2000, Mr. Lutz was the assistant regional census manager overseeing regional data collection operations, including more than 30 local census offices and over 28,000 temporary employees.
He has been recognized by the Federal Executive Board for outstanding public service, and has received numerous awards and recognition for his achievements. For his leadership during in Census 2000, he was awarded the Bronze Medal Award, the highest honor bestowed by the Census Bureau.
Mr Lutz has a B.A. in geography from Temple University in Philadelphia, PA. He was born in Whitemarsh Township, Montgomery County.

Zoe Neaderland, AICP, Senior Transporation Planner, Delaware Valley Regional Planning Commission
Zoe Neaderland is a Senior Transportation Planner at Delaware Valley Regional Planning Commission (DVPRC). She manages the Congestion Management Process for the nine counties of the Philadelphia area (four in New Jersey and five in Pennsylvania) and the Central Jersey Transportation Forum, as well as other smaller projects. Before coming to DVRPC about three and a half years ago, she was approximately half of the staff for the Berkshire MPO in Pittsfield, Massachusetts for five years. She has also worked for the Poughkeepie-Dutchess County Transportation Council (NY), Capital District Transit Authority (Albany, NY), and three transit services in Ithaca, NY. She holds a Master of Urban Planning from the University of Michigan and a BS from Cornell University.

Jerry Orris, Pennsylvania Department of Health
Jerry Orris has over 32 years of experience working in the field of health statistics in the PA Department of Health. As Director of the Division of Statistical Support, he oversees 20+ professional and technical staff in the analysis and dissemination of health data for the Department and the public as well as providing related technical assistance and support to the Department's public health programs. Jerry helped develop the Department's extensive health statistics web site including the interactive web-based data query system, EpiQMS (Epidemiologic Query and Mapping System). He was recently assigned responsibility for the Department's new Data Driven Management program to develop and institutionalize a performance management system that will provide guidance and technical support for all public health programs and core functions of the Department.

Brady M. Stroh, Center for Geospatial Information Services
Mr. Stroh is presently the Director of the Center for Geospatial Information Services (CGIS) in the Institute of State and Regional Affairs (ISRA) at Penn State Harrisburg. In this role he is responsible for the administration, operation, and development of CGIS including the marketing of its services, development of its information technology systems, and supervision of a professional staff of researchers, technicians and analysts. Current GIS project responsibilities include the planning, promotion and management of the annual Pennsylvania GIS Conference; outreach coordination for the PAMAP program; executive briefings on geospatial technology; and direction of statistical mapping and geo-coding requests that come into the Institute of State and Regional Affairs. Mr. Stroh holds a Bachelor of Science degree in Geology/Earth Science from Bloomsburg University and a Masters degree in Urban and Regional Planning from Penn State University. He is a member of the Urban and Regional Information Systems Association (URISA); the American Society of Photogrammetry and Remote Sensing (ASPRS); the Pennsylvania Mapping and Geographic Information Consortium (PAMAGIC), and is a Certified GIS Professional (GISP).

Stephen Woods, Social Science Librarian, The Pennsylvania State University Libraries
Stephen has worked since 1997 as an academic librarian and government information specialist in Iowa, Idaho and Pennsylvania. For the last 6 years he has focused on developing service for secondary data at The Pennsylvania State University Libraries. His research and interests tie together three trends in libraries: growing use by social scientists of government and archival statistical data, increased use of information technologies as a medium for delivering government information, and effective design of instruction for teaching and training.

The Pennsylvania State Data Center serves as Pennsylvania's official source of population and economic statistics. In addition to acting as Pennsylvania's liaison to the Census Bureau, the PaSDC is the state's representative to the Federal-State Cooperative Programs for Population Estimates and for Population Projections.

Each year, the PaSDC serves businesses, non-profit organizations, government agencies, and individuals, answering more than 15,000 requests for information.

PaSDC is part of the Institute for State and Regional Affairs, a unit of Penn State Harrisburg.
